Fischbeker Reethen District

For the development of new districts, IBA Hamburg consistently focuses on both innovative and sustainable solutions. IBA Hamburg awarded the concession for the future heat supply to all new apartments being built in the Fischbeker Reethen project area to Hamburg-based URBANA Energiedienste GmbH, a GETEC Group company. The EU-wide negotiation procedure with a competitive bidding process, coordinated with Germany's Department of the Environment and Energy, provides for a climate-friendly energy mix for the entire space heating requirements and for heating drinking water in the project area.

In keeping with the goals of climate protection and energy conservation, the potential for environmentally compatible, sustainable building and living and a resource-friendly energy supply will be leveraged in the Fischbeker Reethen area. The basis for the heat supply is a technically coordinated concept for the roughly 70-hectare development area with a residential development of around 2,300 units and commercial space. The contract period is 15 years from the completion of all apartments in the entire quarter.

The concept for the sustainable energy supply of the "Fischbeker Reethen" development area comes from URBANA, a subsidiary of energy services provider GETEC. In order to ensure a sustainable and at the same time affordable utility supply to the district, corresponding minimum requirements were set in the invitation to tender. The heat supply for all households in the district with a heat volume of over 14,000 MWh/a was to be climate-friendly, remain affordable and place the least possible burden on the residents. This concept offers even better values in terms of sustainability and affordability than the already ambitious minimum requirements that were set out in the tender.

To this end, the GETEC solution now provides for a mix of different types of renewable energy generation. These include geothermal and solar thermal energy as well as two combined heat and power plants supplied with biomethane. The concept also calls for additional supply from a power-to-heat plant, i.e. electrically generated heat.

The municipal IBA Hamburg GmbH is developing the Fischbeker Reethen residential and commercial area on behalf of the Ministry of Urban Development and Housing. In the course of comprehensive district development, IBA Hamburg is responsible not only for planning, project development and marketing, but also for the development of the district itself. IBA Hamburg GmbH, in coordination with the Ministry for the Environment and Energy, awarded the concession for the supply of space heating and hot water for all newly-built apartments through an EU-wide negotiated procedure with a competitive bidding process in accordance with the Concession Award Directive.

The requirements included a minimum of 50 percent renewable energies, a CO2 coefficient of maximum 100 g/kWh and a primary energy factor of maximum 0.7. The concept selected by URBANA Energy Services is fed with 100 percent renewable energy, the CO2 index is 8 g/kWh and the primary energy factor is 0.00. A heating mix price of 80 €/Mwh ensures an affordable heat supply for future end customers.
